Victor is a Human Resource Expert with considerable experience in Organisational strengthening, particularly in the area of human resource. Some of his outstanding consultancy assignments include; Capacity needs assessment for procurement cadre in South Sudan; where as a Human Resource consultant he developed of data collection instruments, analyzed data and produced reports for Juba University. He also developed a proposal for an Integrated Human Resource Information Management System (HRIS).
He has mainly worked with Government entities both at local and international level. He has previously worked as Secretary District Service Commission/ Personnel Officer Moyo District Local Government; Senior Personnel officer and Principal Human resource Officer , Ministry of Public Service Uganda; and Civil Service Support Officer/ HRM Expert, IGAD/ RSS regional capacity building programme, Ministry of Labour, Public Service and Human Resource Development, Republic of South Sudan.
