The Virtual University of Uganda appoints a new Chairman of the Governing Council

The team at Virtual University of Uganda (VUU) welcomes the new Chairman of the Governing Council, Dr Ham-Mukasa Mulira to the institution. We are very privileged to have Dr Mulira steering VUU through its exacting period of growth and investment. Dr Mulira brings years of experience and vast knowledge in the fields of ICT, governance, international development and education. His passion for education and ICT is not a secret.

Dr Mulira said that he is committed to any cause that improves access to education and believes that VUU is pioneering this through the use of the internet to deliver flexible, convenient, affordable and quality education from Uganda to the world.

Dr Mulira currently serves as the Senior Presidential Advisor on ICT. Previously he spearheaded various initiatives, including forming the first Ministry of ICT in Uganda and serving as its pioneer Cabinet Minister. He also founded the National IT Authority of Uganda (NITA-U). He was also the Chairman of the Committee of EAC/SADC/COMESA Ministers on the NEPAD Broadband Infrastructure Network project and signed the Kigali Protocol. Dr Mulira participated in several policies, planning and preparatory events regarding the East and Southern Africa regional submarine fibre cables and terrestrial backbones.

Dr Mulira holds a PhD (Statistical Computing), University of London, (Imperial College/the London School of Economics), UK; a MSc (Statistics & Operations Research/Computing), Loughborough University of Technology, UK and a BSc (Statistics) from Makerere University, Kampala, Uganda. He served as a Teaching and Research Assistant at the University of London (London School of Economics – LSE) and as a Software Engineer, City Systems (UK) Ltd, London, UK. He was a Lecturer (Statistics and Computing) at Makerere University, Kampala, Uganda and General Manager, Management Information Systems at Uganda Commercial Bank. He has undertaken numerous consultancies in IT for the World Bank, UNDP, UNESCO, UNICEF and Government.

Dr Mulira says that he is committed to any cause that improves access to education especially which includes the infusion of ICT, and believes that VUU is pioneering this through the use of the Internet to deliver flexible, accessible, convenient, affordable and quality education from Uganda to the world.

On behalf of VUU, I would like to thank the outgoing Chairman, Prof. Patrick Mangheni who has served VUU diligently for 6 years, since its inception. Prof Mangheni is highly accomplished and respected in the academic circles in Uganda and internationally. He has steered this institution to the heights we have reached so far! VUU is forever grateful for his leadership and service to this noble cause as he retires from the University Council.
